{"id":36274,"date":"2022-06-03T14:13:03","date_gmt":"2022-06-03T12:13:03","guid":{"rendered":"http:\/\/norkhosq.net\/?p=36274"},"modified":"2022-06-03T14:13:37","modified_gmt":"2022-06-03T12:13:37","slug":"georgia-azerbaijan-see-surge-in-transit-demand-amid-russias-isolation","status":"publish","type":"post","link":"https:\/\/norkhosq.net\/?p=36274","title":{"rendered":"Georgia, Azerbaijan see surge in transit demand amid Russia\u2019s isolation"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/eurasianet.org\/people\/nini-gabritchidze\" target=\"_blank\" rel=\"noreferrer noopener\">Nini Gabritchidze<\/a>&nbsp;Jun 2, 2022<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following Russia\u2019s invasion of Ukraine, China-Europe cargo transport is shifting to the south, but infrastructure in the Caucasus is still relatively underdeveloped.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Europe-Asia cargo transportation through the Caucasus is growing manifold as international shippers seek to avoid Russia and hasten to set up new transit routes.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cargo transshipment through Central Asia and the Caucasus will grow six times in 2022 compared to the previous year, to 3.2 million metric tons, according to the estimates of an association composed of the major state transportation companies in the region. \u201cThis is due to the sharply increased demand for the [\u2026] route against the backdrop of recent events taking place in the world,\u201d the Trans-Caspian International Transport Route Association (TITR) wrote in a May 10&nbsp;<a href=\"https:\/\/middlecorridor.com\/en\/pressa\/news\/166-the-growing-importance-of-the-trans-caspian-international-transport-route-was-discussed-in-turkey\">press release<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russian Railways, which had played a major part in China-Europe cargo transportation,&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/finland-suspends-train-connections-russia-2022-03-25\/\">has fallen under American and European sanctions<\/a>. On top of sanctions&nbsp;<a href=\"https:\/\/theloadstar.com\/european-companies-use-china-rail-agents-to-evade-russia-sanctions\/\">making it difficult to work<\/a>&nbsp;with Russian companies, international shippers are&nbsp;<a href=\"https:\/\/theloadstar.com\/russian-railways-faces-financial-sanctions-but-trains-keep-running\/\">uncertain<\/a>&nbsp;about the current viability of that route. Others say they decided to ditch the route&nbsp;<a href=\"https:\/\/www.railfreight.com\/railfreight\/2022\/03\/03\/sanctions-or-not-these-companies-stop-transit-through-russia\/\">because of ethical considerations<\/a>&nbsp;over Russian aggression against Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response, several international shippers have announced new initiatives in recent months redirecting transit to the south.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Danish shipping company Maersk in April&nbsp;<a href=\"https:\/\/www.maersk.com\/news\/articles\/2022\/05\/16\/maersk-launches-a-revamped-middle-corridor-rail-service\">launched<\/a>&nbsp;a revamped rail service through the \u201cMiddle Corridor,\u201d as the Central Asia-Caucasus route is often called. It said the route was launched \u201cin response to customers\u2019 ever-changing supply chain needs in the current extraordinary times.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first train to use the new service&nbsp;<a href=\"https:\/\/azertag.az\/xeber\/CHin_Azerbaycan_uzerinden_Avropaya_yeni_qatar_marsrutu_istifadeye_verib_VIDEO-2095568#menu\">left Xi\u2019an, China, on April 13<\/a>, en route to Kazakhstan, the Caspian Sea, Azerbaijan, Georgia, and then across the Black Sea to Romania before arriving in Germany.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn the current situation, this line is another alternative for logistics companies to stabilize exports,\u201d Gia Min, manager of the international logistics company Ruiang in Xi&#8217;an, told Azerbaijan\u2019s state news agency Azertac.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finnish firm Nurminen Logistics on May 10 began&nbsp;<a href=\"https:\/\/nurminenlogistics.com\/newsroom\/nurminen-logistics-new-southern-trans-caspian-route-meets-strong-market-demand\/\">operating a container train<\/a>&nbsp;from China to Central Europe via the trans-Caspian route after designing the route \u201cin two months from scratch.\u201d Its first train&nbsp;<a href=\"https:\/\/azertag-az.translate.goog\/xeber\/CHinden_Finlandiyaya_geden_ilk_blok_qatar_yukleri_Baki_Limanina_chatib-2154272?_x_tr_sl=auto&amp;_x_tr_tl=en&amp;_x_tr_hl=en\">reached Baku on May 27<\/a>, before heading through the Caucasus and across the Black Sea before going to Finland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And there are plans to add more freight ships in the Caspian Sea this year,&nbsp;Gaidar Abdikerimov, the Secretary General of TITR Association,&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=_f2NTqiHSiI\">said<\/a>&nbsp;during a panel discussion in April.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regional states also have been trying to stimulate the new trade routes. On March 31, the governments of Azerbaijan, Georgia, Kazakhstan and Turkey&nbsp;<a href=\"https:\/\/agenda.ge\/en\/news\/2022\/1012\">signed a declaration<\/a>&nbsp;on improving the transportation potential through the region. Georgia\u2019s state railway company&nbsp;<a href=\"https:\/\/www.facebook.com\/watch\/?v=758730405490789\">announced<\/a>&nbsp;on May 25 that it was cooperating with companies from Azerbaijan and Kazakhstan to create a new shipping route using feeder vessels between ports in Georgia\u2019s Poti and Constanta, in Romania.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The notion of using the trans-Caspian route as an alternative to Russia is not new. For decades, regional countries, along with the European Union, Turkey, and China have been trying to&nbsp;<a href=\"https:\/\/eurasianet.org\/perspectives-turkey-and-china-can-azerbaijan-be-the-bridge\">build up transportation routes<\/a>&nbsp;throughout the region. The effort has continued to gain momentum with the rise of China\u2019s Belt and Road Initiative.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2017, the&nbsp;<a href=\"https:\/\/eurasianet.org\/full-steam-ahead-long-awaited-baku-tbilisi-kars-railway-opens\">Baku-Tbilisi-Kars railroad<\/a>&nbsp;was launched, and transportation volumes have been growing steadily since, in spite of pandemic-related slowdowns.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-style-default\"><img loading=\"lazy\" decoding=\"async\" width=\"820\" height=\"547\" src=\"https:\/\/norkhosq.net\/wp-content\/uploads\/2022\/06\/image-4.png\" alt=\"\" class=\"wp-image-36276\" srcset=\"https:\/\/norkhosq.net\/wp-content\/uploads\/2022\/06\/image-4.png 820w, https:\/\/norkhosq.net\/wp-content\/uploads\/2022\/06\/image-4-300x200.png 300w, https:\/\/norkhosq.net\/wp-content\/uploads\/2022\/06\/image-4-768x512.png 768w\" sizes=\"auto, (max-width: 820px) 100vw, 820px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">But its capacity remains limited. \u201cThe corridor accounts for about 3-5 percent of the total capacity of northern routes,\u201d Cankat Yildiz, an official from transport company Middle Corridor Logistics,&nbsp;<a href=\"https:\/\/www.railfreight.com\/specials\/2022\/03\/18\/middle-corridor-unable-to-absorb-northern-volumes-opportunities-still-there\/?gdpr=accept\">told a panel discussion<\/a>&nbsp;in March. \u201cIt\u2019s a serious option, but this doesn\u2019t mean that it can handle all the demand from the northern side. That\u2019s clear.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the route features several more border crossings than the Russian route, as well as the need for multimodal transfers to cross the sea, it costs more and is slower.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe main problem with the corridor is that it involves slow and costly ferry legs to cross first the Caspian Sea and then the Black Sea from Georgia to the ports of Romania or Bulgaria or else utilizes an underdeveloped rail route through Turkey,\u201d according to a&nbsp;<a href=\"https:\/\/www.adb.org\/sites\/default\/files\/publication\/705226\/adbi-wp1268.pdf\">2021 report<\/a>&nbsp;by the Asian Development Bank Institute.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As demand now shifts to the Middle Corridor, there are concerns in the Caucasus that the regional infrastructure is underprepared to handle the potential transportation bonanza.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe, again, failed to prepare to meet all of this and, sadly, we are having some obstacles in this regard,\u201d Givi Chachanidze, Georgian sales manager at Cosco Shipping Lines, a Chinese transportation company,&nbsp;<a href=\"https:\/\/www.youtube.com\/watch?v=r4Y1MuxQP_M&amp;t=134s\">told<\/a>&nbsp;Business Media Georgia on May 12.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among major infrastructure challenges that need to be addressed, Chachanidze cited the absence of a deepwater port on the Black Sea, the need for better railways, and the fact that the country\u2019s major east-west highway has been under construction for years. Recent transportation demand has surpassed the Georgian railways\u2019 capacity and some orders have had to be canceled, he&nbsp;<a href=\"https:\/\/bm.ge\/ka\/article\/chinetidan-saqartvelos-gavlit-tvirtebi-rkinigzit-evropashi-moxvdeba---ramdenadaa-qveyana-mzad\/107334\">said<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to start this today, with every effort, this needs to become a national interest because our country is a country in need and this is like a gift that we need to grab,\u201d Chachanidze said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A decade-long major modernization of Georgia\u2019s railways is expected to be completed this year, which will double its freight transportation capacity. But the Georgian government also two years ago&nbsp;<a href=\"https:\/\/eurasianet.org\/georgia-cancels-contract-for-black-sea-megaport\">controversially canceled&nbsp;<\/a>the contract for the Anaklia deepwater port, which had been expected to play a key role in intercontinental transit. Tbilisi&nbsp;<a href=\"https:\/\/bm.ge\/ka\/article\/mtavroba-anakliis-portis-mshenebloba-prioritetad-rcheba\/110081\/\">still claims<\/a>&nbsp;that building the port remains a priority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A dramatic increase in truck waiting times also has been reported at Georgia\u2019s border crossings: On May 19, the Revenue Service of the Georgian Finance Ministry&nbsp;<a href=\"https:\/\/rs.ge\/NewsArchive?newsId=644\">said<\/a>&nbsp;all customs points were operating under a \u201cspecial regime\u201d due to \u201cincreased transportation freight turnover in the entire region.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For Georgia, which for decades has tried to prove its strategic role to the West, its rising role in east-west transit is already good news.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But with increased transportation of goods through the country, it also stands to gain by growing trade relations with other countries along the corridor and cheaper import costs for staple goods, such as wheat. High transport costs for such goods have left Georgia dependent on the strategically risky Russian market, a situation that could be ameliorated should growing freight volumes decrease import costs from countries like Kazakhstan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis gives us a chance to attract, with the right moves, the volume of wheat through our corridor that could provide us with food security and become competitive with Russian wheat,\u201d Giorgi Jakhutashvili, the chairman of the Kazakh-Georgian Economic Union,&nbsp;<a href=\"https:\/\/businessformula.ge\/News\/8160\">told Business Formula<\/a>&nbsp;in April.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Azerbaijan, too, has long been trying to take advantage of international interest in the Middle Corridor. President Ilham Aliyev, in an April 2 letter to his Chinese counterpart Xi Jinping marking the 30th anniversary of bilateral relations, singled out cooperation on transportation.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8222;Sitting at the crossroads of the east-west and north-south transportation corridors, Azerbaijan was among the first countries to support your \u2018Belt and Road\u2019 initiative,&#8220; Aliyev<a href=\"https:\/\/president.az\/en\/articles\/view\/55705\">&nbsp;wrote<\/a>. &#8222;The infrastructure projects implemented in our country in the transportation, transit and logistics areas and new corridors being made available usher excellent opportunities for our cooperation.&#8220;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the key projects is a Chinese-funded,&nbsp;<a href=\"http:\/\/chuangxin.chinadaily.com.cn\/2018-09\/13\/content_36909110.htm\">$1.5 billion industrial park<\/a>&nbsp;at Azerbaijan\u2019s new Port of Baku at Alat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government may now be seeking to expand the capacity of the Port of Baku, currently&nbsp;<a href=\"https:\/\/portofbaku.com\/Ourport\/Portprofile\">15 million metric tons of cargo annually<\/a>, given the rising demand occasioned by Russia\u2019s isolation. \u201cLooking at the construction of Alat Economic Zone and other projects, these are attracting more international cargo shipping companies,\u201d analyst Fuad Shahbaz told Eurasianet.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A&nbsp;<a href=\"https:\/\/www.azernews.az\/nation\/193857.html\">delegation from Kazakhstan<\/a>&nbsp;that visited Azerbaijan in May also appeared aimed at redirecting transit away from Russia and through the Caucasus, Shahbaz said.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite Aliyev\u2019s warm words for Xi, however, there are several obstacles to Chinese transit through Azerbaijan.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAzerbaijan has not yet fully committed to being a key part of China\u2019s land-based trade and energy network,\u201d the Carnegie Endowment&nbsp;<a href=\"https:\/\/carnegiemoscow.org\/commentary\/83950#:~:text=Azerbaijan%20has%20not%20yet%20fully%20committed%20to%20being%20a%20key%20part%20of%20China%E2%80%99s%20land%2Dbased%20trade%20and%20energy%20network\">wrote<\/a>&nbsp;in 2021. \u201cThere are currently no agreements on currency swaps, industrial transfer, or free trade between the two countries, though China has concluded such agreements with Georgia and Armenia.
