As Kyiv\u2019s outgunned forces fight for survival, the alliance risks another catastrophic failure<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A shield deters an enemy and signifies resolve. It is also something to hide behind, in order to avoid a fight. Since Russia invaded <a href=\"https:\/\/www.theguardian.com\/world\/ukraine\">Ukraine<\/a>, the North Atlantic Treaty Organisation has been used for both purposes by US and European politicians of varying degrees of valour.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But what if the shield is broken or fundamentally flawed? The western powers may be about to find out. <a href=\"https:\/\/apnews.com\/article\/russia-ukraine-biden-madrid-spain-united-states-e02eadadac01ab0405c0243a5f717ae2\">Nato\u2019s summit in Madrid<\/a> this month is billed as its most consequential, \u201ctransformative\u201d gathering since the cold war era. Expect much self-congratulation over how the 30-country alliance united to protect the \u201cfree world\u201d against Russian aggression. Yet huge question marks remain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking in Poland in March, Joe Biden, US president and de facto Nato boss, set the tone. He vowed to defend \u201cevery inch of Nato territory with the full force of our collective power\u201d \u2013 while keeping out of the war. Months later, <a href=\"https:\/\/www.theguardian.com\/world\/2022\/jun\/05\/timid-biden-condemns-ukrainians-to-an-agonising-war-without-end\">Biden remains infuriatingly vague<\/a> about long-term outcomes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ben Wallace, the UK\u2019s defence secretary, echoed this refrain <a href=\"https:\/\/www.thetimes.co.uk\/article\/nato-flexes-muscles-vast-war-game-vladimir-putin-doorstep-c7lvtrqpr\">last week in Iceland<\/a>. Russia\u2019s Vladimir Putin may target Lithuania, Latvia and Estonia next, Wallace warned, because, like Ukraine, he does not view them as \u201creal\u201d countries. But, like Biden, Britain has no discernible plan to ensure that an independent Ukraine survives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While many allies have stepped up, important European Nato members cower behind an alliance they previously disparaged and neglected. They use it to avoid making costly national commitments to Kyiv that might anger Moscow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Daydreaming of EU strategic autonomy, France\u2019s Emmanuel Macron prefers talk to action. <a href=\"https:\/\/www.politico.eu\/article\/scholz-defend-germany-weapon-supplies-ukraine-talk-putin\/\">Germany\u2019s Olaf Scholz epitomises dither and delay<\/a>. Viktor Orb\u00e1n, Hungary\u2019s sanctions-busting prime minister, often seems to bat for the other side.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cynically self-serving attempts by Turkey\u2019s troublemaker president, Recep Tayyip Erdo\u011fan, to <a href=\"https:\/\/www.theguardian.com\/world\/2022\/may\/18\/erdogan-doubles-down-on-threat-to-veto-nordic-nato-membership\">sabotage Finland and Sweden\u2019s membership applications<\/a> also undermine a united front.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jens Stoltenberg, Nato\u2019s inoffensive secretary general, will struggle to repair these fissures. Poland and other <a href=\"https:\/\/www.realinstitutoelcano.org\/en\/commentaries\/lithuania-hopes-natos-strategic-concept-leads-to-more-heavy-metal-and-boots-on-the-ground\/\">\u201cfrontline\u201d states want a tougher approach<\/a>, including permanent positioning of additional troops, heavy weapons and planes on Russia\u2019s borders. In response, Nato officials promise \u201crobust and historic\u201d decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Advertisement<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for Ukraine, its leadership has all but abandoned hopes of membership, solemnly promised at Nato\u2019s 2008 Bucharest summit, and has ceased calling for direct military intervention. \u201cOf course, we will hear words of support\u2026 we are very grateful for that,\u201d said its foreign minister, Dmytro Kuleba. Having previously accused Nato of \u201cdoing nothing\u201d, he <a href=\"https:\/\/www.pravda.com.ua\/eng\/news\/2022\/06\/8\/7351269\/\">doe<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.pravda.com.ua\/eng\/news\/2022\/06\/8\/7351269\/\">s not expect concrete action in Madrid on accession<\/a> or, for example, \u201cBlack Sea security\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That last remark referred to the unforgivable, ongoing US-European failure to challenge Moscow\u2019s illegal blockade of Ukraine\u2019s ports, <a href=\"https:\/\/www.theguardian.com\/global-development\/ng-interactive\/2022\/jun\/09\/the-black-sea-blockade-mapping-the-impact-of-war-in-ukraine-on-the-worlds-food-supply-interactive\">which is creating global food shortages<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s one of many areas where Nato could and <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2022\/may\/01\/what-is-to-be-done-lenin-west-wont-win-in-ukraine-without-taking-risks\">should be exerting greater pressure<\/a> on Russian forces, so helping persuade Putin to end his genocidal war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Why is Nato not doing more? Taken together, all the rationales and excuses for passivity and inaction produce a picture of an alliance <a href=\"https:\/\/www.politico.eu\/article\/bulgaria-ukraine-russia-war-nato-fault\/\">significantly less united, powerful and organised<\/a> than its admirers pretend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Initially backing Ukraine, albeit at arm\u2019s length, gave Nato a boost. Its stock rose from the low-point of <a href=\"https:\/\/www.theguardian.com\/politics\/2021\/oct\/26\/nato-was-a-political-failure-in-afghanistan-says-defence-secretary\">last year\u2019s Afghan withdrawal debacle<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But if, as expected, the war grinds on, if both sides grow desperate, if the diplomatic impasse deepens, and if the threat of wider conflict rises, Nato\u2019s long unaddressed weaknesses and vulnerabilities will become both more obvious and more hazardous for those crouching behind its battlements. Its post-Soviet bluff may finally be called.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would be unrealistic to expect seamless political unanimity in so large an organisation. But the fact that each member has an equal say when, in terms of military capacity, they are absurdly unequal, hinders swift, bold decision-making. A <a href=\"https:\/\/www.theguardian.com\/world\/2022\/may\/10\/putin-nuclear-weapons-us-intelligence-avril-haines\">Russian nuclear or chemical provocation<\/a>, for example, would be likely to produce a paralysing cacophony of conflicting voices within Nato \u2013 and Putin surely knows it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, there is huge over-reliance on the US, a military superpower without whose agreement nothing happens and behind whose might the laggards lurk, refusing to pay their way.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Organisationally and militarily, too, <a href=\"https:\/\/foreignpolicy.com\/2022\/06\/07\/nato-ukraine-russia-war-alliance-reform-geopolitics-military\/\">Nato is all over the place<\/a>. It has three joint command headquarters \u2013 in Italy, the Netherlands and the US. But its top general is based in Belgium. Inter-operability of different countries\u2019 weapons systems is lacking, as are joint training exercises, arms procurement and intelligence-sharing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Advertisement<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nato is also increasingly overstretched, caught between a Russian threat in the Euro-Atlantic area and <a href=\"https:\/\/www.theguardian.com\/world\/2022\/apr\/29\/china-says-nato-is-messing-up-europe-and-warns-over-role-in-asia-pacific\">challenges in the Indo-Pacific from an aggressively expansionist China<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leaders from Japan, South Korea, Australia and New Zealand are expected in Madrid. Their shared nightmare: <a href=\"https:\/\/www.theguardian.com\/world\/2022\/feb\/04\/xi-jinping-meets-vladimir-putin-china-russia-tensions-grow-west\">a \u201cno limits\u201d totalitarian Sino-Russian global axis<\/a> with echoes of the 1939 Nazi-Soviet pact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nato is due to publish <a href=\"https:\/\/www.nato.int\/strategic-concept\/\">its 10-yearly \u201cstrategic concept\u201d<\/a> on how to deal with all this, plus trans-national terrorism, destabilising climate change, cyber warfare and the rise of anti-democratic states. It\u2019s a tall order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Overdue, too, is the Biden administration\u2019s <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-06-03\/putin-s-war-forces-biden-to-rewrite-security-plan-nod-to-europe\">new Asia-focused national security strategy<\/a>, which had to be hastily recalibrated following the Ukraine invasion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet if it is to move forward effectively on these numerous fronts, Nato must also look back, admit past mistakes and accept some responsibility for the current crisis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By keeping Ukraine in membership limbo while failing to punish Putin for war crimes in Chechnya and Syria, his 2008 attack on Georgia, his annexation of Crimea and his post-2014 Donbas proxy war, complacent western leaders unwittingly paved the way for today\u2019s catastrophe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the Soviet collapse in 1991, Nato dropped the ball. Like football fans invading the pitch before the final whistle, they thought it was all over! <a href=\"https:\/\/www.foreignaffairs.com\/reviews\/review-essay\/2022-04-06\/cold-war-never-ended-russia-ukraine-war\">But it wasn\u2019t, and it isn\u2019t<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Right now, Putin is battering the shield, putting the west to the test. If its risk-averse approach does not change, there may soon be nowhere left to hide.
