Ռուսաստանում ՀԿ-ներին արգելեցին դրսի գումարներով ֆինանսավորումը: Հայաստանում շարունակում է ավելի թափ ստանալ: «Քաղաքացիական գիտակցություն» Հկ և բազմաթիվ այսպիսի հասարակական կազմակերպություններ աշխատում են տարբեր ծրագրերի անվան տակ՝ որոնց անդամների մեծամասնությունը չգիտեն էլ, թե ո՞վ և ինչի՞ համար է ֆինանսավորվում տվյալ կազմակերպությունը, ի՞նչ նպատակ է հետապնտում և ուր է տանում ինքն իր ձեռքով ժողովրդին:
ԱԱԾ, ինչու չէ նաև կառավարությունը, այս առումով անելիք ունեն: Այլապես, մի քանի տարի հետո, կունանանք այնպիս հասարակություն, որը ոչ թե ՀՀ իշխանությանը կենթարկվի, այլ այդ գումարները հատկացնող համաշխարհային իշխանններին:
«Քաղաքացիական գիտակցություն» հասարակական կազմակերպությունը ստեղծվել է 2012 թվականին, սերտ գործընկերային կապեր ունի նաև ԱՄՆ Միջազգային Ժողովրդավարության Զարգացման կողմից ֆինանսավորվող «Ազգային Ժողովրդավարության Ինստիտուտի (USAID NDI)» հայաստանյան գրասենյակի հետ։ Մասնավորապես, կազմակերպության առավել ակտիվ անդամները մասնակցել են «ԱԺԻ» կողմից անցկացվող ամենամյա կին և երիտասարդ առաջնորդների դպրոցներին։
